Technology Expands ICE’s Capacity for Abuse

On July 15, U.S. Representatives Delia Ramirez and Hank Johnson led a shadow hearing focused on how Immigration and Customs Enforcement (ICE) has adopted new technologies that expand its surveillance and enforcement powers. The virtual session, held outside the official congressional committee structure, aimed to draw attention to what the lawmakers described as a growing pattern of abuse enabled by digital tools.

Ramirez and Johnson, both Democrats, argued that ICE's use of data analytics, facial recognition, and location tracking goes far beyond its stated mission of targeting serious criminals. Instead, they said, these technologies allow the agency to cast a much wider net, often ensnaring undocumented immigrants with no criminal record, as well as U.S. citizens who happen to come into contact with them. The hearing featured testimony from civil rights advocates, legal scholars, and former ICE employees who detailed cases where predictive algorithms flagged individuals based on race or neighborhood, not on actual evidence of wrongdoing.

The congresswomen also criticized the lack of transparency around ICE's tech contracts, noting that many vendors operate without public oversight. They called for an immediate moratorium on the deployment of new surveillance systems until Congress can pass clear rules on data retention, sharing, and judicial review. While the shadow hearing carries no legislative weight, Ramirez and Johnson said it was necessary to force a public conversation that official committees have avoided. They plan to introduce a bill in the coming weeks that would restrict ICE's access to state and local databases, a move they argue is essential to protecting immigrant communities from overreach.
