In a historic policy shift, the Japanese government has approved a sweeping revision to its strict defense export controls, effectively lifting a decades-long ban on selling lethal weapons abroad. The new framework, approved by the National Security Council, allows for the export of fighter jets and other major military hardware to partner nations.
The move marks a significant departure from Japan's post-war pacifist principles, which have largely restricted arms exports since 1976. Officials framed the decision as a necessary step to bolster the domestic defense industry and contribute more actively to international security partnerships.
Under the revised rules, exports will be permitted to countries that have defense equipment and technology transfer agreements with Japan, provided they are not currently involved in active conflicts. The government emphasized that all transfers will be carefully screened on a case-by-case basis to ensure they align with Japan's security goals and international obligations.
This policy overhaul is seen as a strategic effort to deepen defense cooperation with allies and strengthen Japan's own industrial base by enabling joint development and production projects. The first major application of the new policy is expected to be the export of next-generation fighter jets, developed jointly with the United Kingdom and Italy, to other nations. Proponents argue this will enhance deterrence and regional stability, while critics express concern over a gradual erosion of the nation's pacifist constitution.
